Answer: Yes, you are right. this is written in release notes for J2RE 1.4.2:
There now is a single installer, which by default installs a runtime with support for European languages if the Windows host system only supports such languages, or a runtime with support for all languages if the Windows host system supports at least one non-European language. Users can request installation of additional languages in a custom setup. For complete information on which locales and encodings are supported with which installation, see:
